The Essex National Heritage Area
In 1996, the United States Congress recognized the national significance of the historic 500 square mile region north of Boston, Massachusetts, by establishing the Essex National Heritage Area (Essex Heritage). The Area is home to: 9,968 historic structures listed on the National Register of Historic Places, 400 historic farms, 86 significant museums, 26 important National Historic Landmarks, nine scenic State Parks, two notable National Park units, and one large National Wildlife Refuge. Collectively, these resources define a remarkable region where the present economy and quality of life are intertwined with its heritage maintaining the optimal balance between heritage and the economy generates success for all.

Essex Heritage takes a community-driven approach to heritage conservation and economic development working through public-private partnerships.  Essex Heritage uses the Area’s heritage resources in new ways to engage diverse audiences, from at-risk youth to trail enthusiasts, and in so doing, Essex Heritage has successfully advanced recognition for the value of the historic, cultural, and natural resources in the region.  Read more!

Donald “Koko” Kowalski
I am using this presentation to sadly advise his classmates at St. John’s Prep and friends from the Salem Common area that I have been notified by Roland “Mo” Morency of Salem and class agent for the Class of ’54 at the Prep that Donald “Koko” Kowalski’s health has taken a serious change for the worse and he is now in hospice care in Oregon.  He is without pain and the Hospice Organization handles conditions like his most professionally.

Personal Observations

Over the last couple of years, I have produced a weekly BLOG entitled Essex Happenings.   The goal of this weekly presentation has been to provide readers with my observations of what was transpiring in this Essex County Region.  For the most part those goals have been achieved as I have served as President Emeritus and a representative of the Essex National Heritage Commission which has worked on the development of activities and the presentation of events connected to the advancement of Essex National Heritage Area.  The BLOG had a rather specific connection to the Commission and effective July 2. 2013, I will no longer be producing a weekly presentation as my connection to Essex Heritage as a Blogger has been discontinued.

It is possible that sometime in the future, I might re-institute the weekly production of a BLOG presentation covering activities in this region most likely under a different name.   If that situation develops, we will make substantial efforts to alert all of our dedicated readers to be aware of any new effort.

To all of you that have carefully followed these weekly presentations to gain information, we will miss speaking with you.  Thank you for your interest in my BLOG and in Essex Heritage!

About Us
The Essex National Heritage Area encompasses the 34 cities and towns of Essex County, a 500 square mile region just north of Boston, Massachusetts. The county was officially designated a National Heritage Area by an Act of the U.S. Congress in 1996, in recognition of the important role that the county played in American history and the significant heritage resources that still exist in the region.

The Act also authorized the establishment of the Essex National Heritage Commission as the non-profit steward of the Area. Our mission is to preserve, promote and enhance the historic, cultural and natural resources of Essex County for the benefit of all who live, work and visit the Area. To achieve this, we work collaboratively with community leaders and organizations throughout the area to ensure that the authentic story of Essex County has meaning and value for current and future generations.

The Commission develops public/private partnerships that support the hundreds of heritage organizations and sites in the thirty-four communities within the Heritage Area. Bringing together organizations diverse in size, budget, mission and experience, Essex Heritage provides a structure that respects, promotes and sustains regional resources and works to make those resources integral to residents’ lives and visitors’ experiences.

We host 2.7 million visitors annually from 30 countries, and are home to 738,000 residents, whose quality of life is our first order of business.

MEDICAL SENIORS AND PEOPLE WITH DISABLITIES

News From North Shore Elder Services
An additional benefit to consumers: Offering Prescription Advantage application processing by telephone.
Prescription Advantage is now completing applications over the phone! This means when someone calls to request a form, we will offer to take the information over the phone and data enter it directly into our system. The process takes about 10 to 15 minutes. We still need income documents to determine eligibility and our Customer Service Rep explains that to the applicant while we have him/ her on the phone.  We also tell the applicant that he / she will be receiving a letter from PA within a few days that will again, explain what documents are needed. Also included with the letter is a printout of what was entered into the system and the applicant can verify that everything is correct and a signature page is also included that the applicant must sign and return to PA.

We started this as a “pilot project” in February by completing a small amount of applications over the phone as part of the Longevity Connection.  After working out all the kinks, we have now opened it up to anyone who wants to complete the application right away.  In April and May we completed over 100 applications by phone each month and we hope to see this increase in June.

If you are referring people to PA for an application, you might want to let them know that the telephone process is an option. It’s quick and easy.  They just need to have their Medicare and/ or other insurance cards handy as we will ask about other insurance they may have.

Finding traces of arsenic in the soil at Bertram Field in Salem will change the process
Preliminary soil studies of the football stadium in Salem found an objectionable element that must be removed before the changes that must be made to correct the deficiencies in the length of the track that surrounds the field that will be replaced with artificial surface.    The discovery of the negative element will not slow down the process but will increase the cost of the process that will be adjusted upward.

Planter Program, Along the Trail in Danvers
With work beginning on the new surface that will make riding or walking on the Danvers Rail Trail easier and the next project will be to add accents to the project that will give a “homey” and more comfortable feel.   A couple of weeks ago I provided information about a series of benches that have been added to the Trail Landscape provided by our neighbors in Peabody at Brooksby Village.

Now the Rail Trail advisory committee and a group from the Danvers Boys Scouts with the support of a Danvers Technology Company, Ceil Technology Inc. has instituted a beatification project on the Rail Trail designed to add color and beauty to the Trail.   If anyone in Danvers wishes to gather more information on what is to be planted or what it may take to how to maintain the already installed planters go to www.danversrailtrsail.org.  The trail continues to improve and for the most part this wonderful new recreational asset has been completed with little or no contributions from the Town Treasury.  Virtually all of the improvements along the trail have been developed through an excellent private-public partnership.   Much credit on the work completed to date can be attributed to the volunteer group, The Danvers Bi-Peds, who were among the first to recognize this potentially sensational public-private partnership and to bring to organizations such as The Town of Danvers and The Essex National Heritage Commission that recognized what a sensational project it could become and how precisely the project fit into the Border To Boston project the Commission had adopted .

Restoration Work on Cupola in Hamilton-Wenham to Begin
Early last month the restoration work on the cupola that sits atop the Community House in Hamilton-Wenham started.  The work project is estimated to cost the two communities $100,000 and will include an evaluation of the Cupola, repairs to windows, copper gutters that was originally constructed in 1921.   The two towns have $72,700 in community preservation funds to repair the iconic structure uses for a number of community events.

FREE Trolley Rides Due in Salem
Because of an agreement between the City of Salem and the Trolley Owners, residents can ride the regular route from 6/1 through 9/39 2013 FREE.   Residents must purchase a ticket at the Trolley Depot in advance.

Former Salem Mayor passes Away but leaves a Legacy
A former Chief Executive Officer of the City of Salem recently passed away and he was a friend I will miss.  Former Mayor, Gene Levesque who was elected Mayor as a compromise candidate from the Salem City Council turned out to be the perfect man to fill a difficult job.  His tenure as Salem’s Chief Officer lasted only a decade but in that ten- year term of office the man who served his country in World War ll served his community very well.   He worked the corner office most effectively during the ten years he had control of the City reins.    Mayor Levesque was responsible for a great deal of re-development that is still ongoing in parts of the downtown.  His support for the citation of the Downtown Pedestrian Mall in Salem served the community very well for a number of years. The Levesque walkway is now being considered for some changes, but when it was built it had great community support and right up to the time that I stopped coming to downtown Salem, I regularly bumped into Jean enjoying a trip around the City on his walkway.

My most complete connection with Mayor Lévesque was in the early 1960 was a Senior Vice President at Salem Five when President Al Cole and I approached him about support for a project we wanted to undertake at what was to be known as Pickering Wharf.  In its earliest days the project was not the success that we had hoped for, but in retrospect, the project and his forward thinking support for the effort   more than likely were at least partially responsible for the rebirth the National Park Service Maritime Site, the building of the replica sailing ship Friendship, The Waterfront Hotel, the Canal Walkway. The Salem Ferry and the many rebuilt properties along Derby and New Derby Street.

Robert and Eli Boling were elected in Manchester-by-the-Sea as selectmen

PERSONAL OBSERVATIONS

BOSTON SPORTS
The Boston Red Sox had the 7th overall pick in the Amateur draft and chose hard throwing 6 AND ½ foot left handed pitcher/outfielder named Trey Ball who played round ball in basketball crazed Indiana.  Let’s hope he turns out to be a good pick that matches the last player the sox picked in the lofty position where they picked and drafted Trot Nixon.

The Boston Bruins playing before its usual sold out TD Garden home on Friday evening used a smothering team defense to complete a four game sweep of the offense minded Pittsburgh Penguins with a pressure packed 1 to 0 shutout win to move on to the final round of the Stanley Cup playoffs against either the Los Angeles Kings or the Chicago Blackhawks.   This will be the second trip to the finals in the last three years for the Boston team.   The four game sweep included a two period overtime win in the semifinal match.    After this recent effort the Bruins will likely be considered the favorite in the cup final series regardless of the opponent.  The coming of age of the Bruins Goalie Tuukka Rask’s advance to the elite level of goalies may be all the Bruins need.

LOCAL HIGH SCHOOL SPORTS RESULTS
Due to a rain filled weekend and an early deadline due on this report we can only provide limited results at this time.   I am aware that St. John’s Prep continued its dominance over Peabody by the shutout route to move into the north D1 finals at a date to be determined against either Billerica or Westford Academy.   Their opponent and the date of the game will be determined by the weather and the date of graduation for one of the playoff teams.  The Danvers Falcons won and advanced to the D2 final against their next- door neighbor Masconomet.   The Boys from Beverly will face a formidable foe in either Concord-Carlisle or Hingham after there playoff to see who will face the Panthers. The Marblehead girls Lacrosse entry fell one win short of the finals

CATHERINE LEONARD NAMED ONE OF THE TRI-CAPTAINS OF DANVERS LACROSSE TEAM
I certainly hope that you will allow me a very personal observation.  I want to offer my warmest personal congratulations to my grand-daughter Catherine Leonard along with Rachel Trochi and
Katlin Tivnan who were recently named tri captains of the Danvers Girls Lacrosse team for 2014.   The 2013 season for the Danvers Girls was not a superior one but Kate and all of her teammates played hard and gave there all to the sport.  They often fell behind in the early stages of games but always offered a most honest effort in the second half of games. They always made the games most competitive at the end.   2013 was a rebuilding year for the Danvers Falcon Girls Lacrosse team with a large number of players in the very early stages of their lacrosse career.   We can only hope that the seasoning of many of those young ladies will show up in a promising season for 2014.

News about the Congressional Evaluation of Essex Heritage for the Congress about the work of Essex Heritage
Just prior to the holiday all of the Essex Heritage Board received the following news from Annie Harris that is most positive and an endorsement of the Essex Heritage work being accomplished.   We have waited for this report for a long time, and we are most pleased with the evaluation of the work of the numerous volunteers that make this effort so valuable to the Essex Heritage region

Dear Members of the Essex Heritage Board of Trustees:

I am pleased to report that National Park Service’s evaluation of the work of the Essex National Heritage Area and their subsequent recommendations were released and sent to the US Congress last week.  I have attached the NPS documents to this email.

You may remember that in 2008 Congress passed a bill PL 110-229 which required that NPS evaluate nine National Heritage Areas to assess our individual progress in meeting our legislative mandate, achieving the goals of our management plan, making impactful investments in the area and identifying the critical components for our sustainability.  You will see that we did well in all of these areas.  It took a long time to see this plan completed and I am delighted to be able to share this with you today!

Have a good Memorial Day weekend!  Annie

Danvers Kiwanis Club, Makes Financial Contribution To Essex Heritage
One of the major initiatives, I am supporting for Essex Heritage, is to seek contributions from local commercial contributions to develop financial support of the mission of Essex Heritage.   This is being accomplished by seeking corporate entities that might be happy to join the Essex Heritage Corporate Program.  Over the last several weeks, I have been communicating with the leadership of the Danvers Kiwanis Club about a membership.  It appears that the Danvers Social/Business group is not able to contribute to a Corporate Membership Program but they have provided a substantial amount of funding that will be allocated to one of the many youth educational programs that have been developed by the partnership. This program has been developed between Essex Heritage and the activities of Essex Heritage’s partner The National Park Service as they work with disadvantaged youth in the region we serve.

My first contact with the Danvers Group was several years ago when business members of that group asked if I would be willing to address them as a luncheon speaker.  I used this opportunity to explain our overall mission of Essex Heritage and must have made a positive impression.   I followed up that presentation with a Past President of that group, when we had a formal Gift Giving Program in place.  I reached out to Ms. Kay Maurice who provides administrative support to The Headmaster at St, John’s Prep.  She in turn directed me to C R Lyon’s Funeral Home in Danvers who was my best contact. He is the President Elect of the group for 2013.

Rail Trail Ceremony in Danvers
The Town’s of Danvers and Wenham have received State Grants to complete the stone dust surface on the 5.2 mile trail that had rough, rocky finish on the 5.2 mile trail.  The stone dust that is now being added will make the trail much more accessible to people on bikes or with wheelchairs.  The two towns will have to provide a 20% match which will be a bargain when one views the trail when complete. Later this summer when all of this work is completed and the leg of the trail in Topsfield is completed, a 7.6 mile uninterrupted section of the Border to Boston trail long advocated for and championed by The Essex National Heritage Commission will be completed.  The long-range vision of the trail is a 26 mile run all the way to the state border.   Essex Heritage has long seen this project as one that will allow access to open space and natural resources to residents of the region it serves and a most appropriate use of no longer used rail trails.   Congratulations to the two towns and the state Commission of Recreation and Conservation that yesterday announced 27 rail trail grants for almost one million dollars across the state for all of their efforts to see this project through to completion.

Danvers Senior Center acknowledged for the third time by the National Association of Senior Centers.

The Danvers Senior Center recently held a gathering with Center Officials, and local elected Town and State officials that celebrated the designation of the Senior Center. This is the third time the Danvers Center was Nationally Accredited as a Senior Center.  Many friends of the center attended the event with a series of remarks about how the process was handled.  Due to an injury, I was unable to attend, but as a former Chairman of the Board of DCOA and a present member of the volunteer family wanted to offer my congratulations to the staff of the Danvers Senior Center for another bead on a fast growing string of successes managed by that dedicated staff.   I have had a number of occasions in the past to visit local senior centers like the Danvers facility on Stone Street and can only point out and acknowledged how well served we are if we choose to use the Danvers Center as a place to gather to obtain services or just gain and renew friendships.

Passing of a Caretaker: Colleen Bruce
Over the last several years, I have been connected with a number of organizations in this region.   One of the organizations, The National Park Service is most concerned with the protection and the support provided to places.   The second organization, North Shore Elder Services, is actively connected with looking out for people.   These two previously mentioned attributes are not particular to the Park Service or to North Shore Elder Services, but only point out the primary attributes of the particular organization.   I am particularly aware of awards provided annually to individuals connected with Elder Services, as my wife Marge Leonard received the Caretaker of the Year at the Annual “We Give Thanks award Dinner” that award was given for the help provided during the time of my personal recuperation

There is little doubt in my mind that if the National Park Service had a similar award, Park Service’s First Maritime Division head Colleen Bruce would have won that award as the Primary Caretaker of the 171 ft. replica sailing ship FRIENDSHIP.

Colleen Bruce came to this community to complete the restoration of the historic wharfs at the Salem Maritime Site.  The funding for that came from the US Congress. She was not involved with the decision to build a replica sailing ship but it quickly became very clear that when the ship was recovered from the shipyard in Albany, New York and towed to Salem that the three decade employee of the Park Service was the person to be placed in charge of seeing the project to its conclusion.  She quickly embraced the project and set out to build a team of local experts who would assure that the project would be completed. Park Ranger Bruce worked closely with both Annie Harris, and myself at the Salem Partnership along with a number of other Salem maritime professionals like Fred Atkins and Russ Vickers to complete her assigned tasks.

Colleen never personally “sailed” the ship but by the same token it never sailed to any of its ports of call.  Without her devotion to the ship and the many community volunteers that sailed the ship to its many destinations and then to get it back home to Salem safe and sound.    Many of us connected to the Salem Partnership wanted to get her to as many ports as was possible and then show off the work that has been accomplished. Colleen worked closely with all of us to move the ship around all of Essex County.  Late last week Colleen was given a traditional maritime send off by many of the people she had worked with on the ship.   Her heart and soul and her hands are over all the ship and we wish you Bon Voyage wherever you may head.   Colleen recently passed and we wish to rest in peace and thanks for a great job completed.

One of the headlines in the Boston Globe North this past weekend indicated that Ms. Deb Pesanti Payson had been named to a leadership post with Marblehead Chamber.   The report went on to speak of her undergraduate degree from Colgate University.   The announcement went on to note that prior to this new assignment that in the past she had been employed by Salem Hospital and most recently served as the Director of Development and Communications at the Essex Heritage Commission.

There is no way that she can move on to larger challenges without a few more comments from Essex Heritage.  We acknowledge this announcement as most positive for both Deb Payson and the Marblehead Chamber.  We are pleased that her employment with the Marblehead Chamber will be anything but wonderful for that organization, as that over her time with Essex Heritage has added to a long time and mutually beneficial agreement with a most professional manner. We are confident that she will help them to achieve the goals that have been set for her.  In the period of time that Deb worked for and with the other members of the staff, members of the Board of Trustees she accomplished a great deal for Essex Heritage.   Her performance as the Director of Development and Communications for the quasi-public non-profit in Salem was excellent.  She worked with the rest of the leadership team at Essex Heritage to enhance The Essex Heritage Annual Fund and numerous other fundraising activities of the organization including the events with the National Park Service. She did spectacular work on the planning and operation of the major events offered such as Heritage’s Heritage Hero Event and the signature event for the commission named, Trails & Sails.   Deb will be greatly missed as Essex Heritage as they seek a replacement in the many roles that she played for Essex Heritage.   We certainly wish her all the best as she moves forward with her duties in a new challenge.  We are hopeful that we can continue to work with her and the Chamber of Commerce in Marblehead to improve the region.

“Teams in the News”  Another high school season is over and the region is well represented in the tournament structure.  It appears that numerous communities in the region and we hope to report on all of their successes in this space.   At the opening of the program two programs should be noted as they received number one seeding.   St. John’s Prep in positioned  # 1, but there are nearly a dozen schools behind them in the rankings.   Softball in the City of Peabody’s young woman lead the ranking but there are numerous other entries right on their heels.   Lacrosse has many participants on both the male and female side of the local draws.

Weather adjustments
Not on schedule and a week after the first unofficial start of summer, the heat arrives without much warning.  In a flash we went from late winter to the middle of summer and sent us in search of the AIR CONDITIONERS.

Essex Happenings May 31, 2013

Truncated Edition of Essex Happenings
Last week, Marge and I went to a most entertaining and informative Annual Meeting dinner of The Salem Five Bank at Salem’s Historic Hawthorne Hotel, listening to noted author American James Bradley speak about the exploits of this Father and his companions as they were the flag raisers featured in the famous Joe Rosenthal photos of US Marines raising an American Flag after victory over the defeated Japanese on the Pacific Island of Iwo Jima.  The dinner, the companionship and pleasantries with members of the Clarke family, were great and we enjoyed the evening.  After arriving home, I experienced a speed bump in my recovery process.    As I am occasionally impatient and tackle things that I shouldn’t do, I took a fall in my home reaching for my jacket which fell on the floor.   I did not wait for help picking it up and suffered a fall to the floor of our bedroom.   The fall seemed modest at the time, but I did some damage that required an eventual trip to the local hospital Emergency Room and the prescription of drugs for damages done to my back.  For this, I apologize and hope you will still enjoy the shortened presentation.

National Park Service Replica Sailing Ship Restoration
We in this region and particularly those of us at Essex Heritage Commission have such a wonderful and longstanding relationship with the National Park Service sites in Salem and Saugus and remember the creation of the Heritage Area.  The Essex National Heritage Area and the Commission that manages the region was and still is a cooperative partnership between the National Park Service and the numerous founding members of Essex Heritage that saw the creation of Essex Heritage as a method to include many in the region that could grow together.  That premise then as now is as valid in 2013 as it was in the 1990’s.

Clearly at its inception, and even today, the creation of a replica sailing ship to be used as an icon to represent the region was essential.  In my very brief exposure to ships and the sea, I have come to fully understand that particularly wooden ships are a “hole in the water into which money is poured into”.   That has been the case with the replica ship that has been created to serve as both an icon for the National Park Service, the Salem Maritime Historic Site and their primary partner Essex Heritage.  Now we understand that more work will be required to keep ahead of marine decay and rot.  It is even more likely that our favorite ship may need to move again shortly to a dry dock facility to complete needed repairs.  Theses repairs will keep FRIENDSHIP away from the site and will more than likely curtail its sailing schedule until 2014.   These are repairs that are needed and must be accomplished.   Let’s view a schedule for all of the work that needs to be done and then we can decide how to deal with the ships absence.  While this project was being considered and then built, it was the sailing ship that first brought the positive attention to the project and after repairs will once again bring the proper attention to the site in the future.   The ship was what sold Senators Kennedy and Kerry on all the projects at Salem Maritime.

MBTA ADOPTS NEW BIKE RULES
The MBTA has authorized changes to allow bicycles to be loaded on commuter trains along with their owners.  This is very good news for the bicyclists who use the trains to commute to work in this region.   Anything that can be done in this region to make the daily commutes around this region more efficient should be considered very positive.

St. John’s Prep Graduation 2013 and Expansion Plans
Last weekend, the Danvers private school added 300 new members to their growing list of Alumni and at the same time recognized the Class of 1963 with golden Diplomas for their work a half a century ago.

Until my recent back injury, my wife and I were planning to attend a session at the school that was to provide more information on the additional plans concerning all aspects of their expansion plans to include a middle school.   I would have received more information in some other ways and report same to all of you that have interests in those plans.

Medical, Seniors and Disability Matters

News from North Shore Elder Services
This week we (NSES) submitted a proposal to Massachusetts Elder Affairs in response to a call for proposal regarding congregate housing coordination contracting.

We proposed to provide congregate housing coordination services in three locations.  We are presently providing services at two of the locations.  The Peabody Council of Aging has been providing coordination services at the other and has opted not to submit a proposal.  At the request of the Peabody Housing Authority, which controls the building, we have included the site in this response.

My contemporary from the Danvers Finance Committee, Diane Langlais has been named a selectperson for the Town of Danvers replacing retiring selectman Michael Powers from the Board.   Congratulations!!!!  They have made a wonderful choice and I am certain that she will do an exemplary job as a selectperson.  If she brings the same level of preparation to her new role that she did to the FinCom the Town of Danvers will be extremely well served.

Personal Observations

New recently read book about the different opinions held between President FDR and US AIR Force Hero and Leader Charles Lindberg Prior to this countries entry into the World War.
The latest book that I have read is a wonderful presentation on a period of time just after the famous aviator who completed a solo flight across the Atlantic from the east coast of America to Paris, France.  Lindberg offered his opinion that America should stay out of the war in Europe.  He presented options that the United States should remain an isolation country.  The book covered the incredibly contentious relationship over the proposed entry of the United States into the War in Europe.  This was a very important part of World War ll that I had not been exposed to previously and learned a great deal from this publication with the general and wise spread opposition to the War in Europe.

The Long Awaited Dan Brown Follow up book hits the street
